Proposal and validation of a questionnaire to evaluate the organizational performance of sports federations

The main objective of this study is to ensure the suitability of a questionnaire for evaluating the organizational performance of international sports federations. The Delphi Prospective Method was applied for the preliminary design of the questionnaire, involving experts in the field in a process of consultations and analysis of responses to identify areas of consensus and divergences. The final questionnaire consists of 7 dimensions with 138 items grouped into 69 questions. The questions are primarily closed-ended to facilitate the interpretation of results, although open-ended questions are also included to allow for freedom of expression. Clarity, precision, and respondent comprehension were ensured. For this purpose, the questionnaire underwent two validation tests: an expert judgment and a pilot test. The expert judgment involved 18 judges with experience in the field, evaluating each question in terms of unambiguity and relevance. The pilot test involved 33 respondents to assess the reliability and clarity of the questionnaire.
The results of the expert judgment indicated that most of the questions maintained their original structure, with modifications made to the wording and the removal of some questions. The reliability test showed a Cronbach's Alpha of 0.972, indicating a high internal consistency of the questionnaire. Therefore, the study provides the design of a valid and reliable questionnaire for evaluating the performance of international sports federations, in accordance with the necessary scientific standards for its application.
