Is there a socioeconomic gradient in the adoption of the IPAFD Program in Madrid?

Introduction. The promotion of school-based physical activity represents a key pillar of educational and health policies and should be delivered with territorial equity. The Institutes Promoting Physical Activity and Sport (IPAFD) Program, an initiative of the Community of Madrid, has reached its tenth consecutive edition and, in the 2023/2024 academic year, included more than 50% of public secondary schools.
Objective. To analyze the relationship between territorial socioeconomic level and the institutional adoption rate of the IPAFD program in the Community of Madrid, at both the municipal and district levels.
Methodology: A cross-sectional descriptive and correlational study was conducted in 96 municipalities and 21 districts. The dependent variable was the institutional adoption rate (percentage of schools participating in IPAFD out of the total number of secondary schools), and the independent variable was median income per consumption unit. Descriptive analyses, Spearman's rank correlation, analysis of variance (ANOVA), and simple linear regression were performed.
Results. No significant associations were found between socioeconomic level and program adoption, either at the municipal level (ρ = −0.027; p = 0.793) or at the district level (ρ = −0.010; p = 0.966). Income accounted for a negligible proportion of the variance (R² < 0.01). A high degree of polarization was observed, with 68.8% of municipalities showing adoption rates of either 0% or 100%.
Conclusions. The absence of a socioeconomic gradient contrasts with patterns observed in individual participation, suggesting that free public provision may help mitigate territorial barriers, with implications for equity-oriented policies.
