Introduction: Sports have been increasingly recognized as a social right and an object of national public policies, although comparative studies in this field remain scarce and lack methodological clarity.
Objective: This study aimed to present and apply a methodological proposal for the comparative analysis of national sports policies, taking Brazil and Portugal as cases selected according to the most similar systems design.
Methodology: This descriptive, qualitative, and exploratory study was grounded in the critical-dialectical perspective of social and sports policies, with the instrumental incorporation of two pillars of the SPLISS model. The documentary corpus—comprising legislation and political-normative instruments from both countries (44 acts in Portugal and 56 in Brazil), supplemented by official reports and census surveys—was subjected to content analysis using MAXQDA software.
Results: The proposal was organized into four analytical categories—Management, Legislation, Funding, and Infrastructure—whose preliminary application revealed similarities between the countries, such as changes in the sector’s organizational structure, legal recognition of the right to sports, and low budgetary allocation, as well as differences, particularly in Portugal’s more pronounced regulatory profile compared to the greater diversification of funding sources in Brazil.
Discussion: The similarities indicated structural convergences in the sports policies of the two countries regarding institutional organization, legal recognition, and budgetary constraints, while the regulatory and funding differences reflected the specific historical and institutional trajectories of each country.
Conclusions: The proposal offers a replicable and adaptable tool for comparative studies of sports policy in other national contexts.
